Eşitlik, Yurttaşlık ve İstihdam Bağlamında Sosyal Yatırım Devleti

Sosyal yatırım devletinin özünü, bireyleri emek piyasasında daha başarılı yapmayı ve istihdamı maksimize etmeyi amaçlayan makro politikalar oluşturmaktadır. Kimi yazarlar ve politikacılar tarafından özellikle 1990’lı yıllarda, bireyleri piyasadan koruma ile çerçevesi çizilen refah devletinin aksine onları piyasada daha güçlü aktörler haline getirme düşüncesi dile getirilmiştir ve böylelikle refah devleti ile neoliberalizmin yanında bir üçüncü yolun açılacağı öne sürülmüştür. Bu çalışmanın temel amacı, sosyal yatırım perspektifini eğitim ve istihdam özelinde tartışmaktır. Bu bağlamda, geleneksel refah rejimleri ve sonrasının karakteristik özellikleri masaya yatırılmaktadır. Bu nedenle önce beşeri sermaye ve sosyal yatırım ilişkisi ele alınacaktır. Daha sonra eşitlik ve yurttaşlık kavramları ve aktifeştirme stratejileri, sosyal yatırım perspektifi bağlamında değerlendirilmektedir. Çalışma, sosyal yatırım devletinin özü itibarıyla yeni bir kavrayış anlamına gelip gelmediğinin izini sürmektedir..

Social Investment State in the Context of Equality, Citizenship and Employment

Creating macro policies aimed at making individuals more successful in the labour market and maximizing employment is the essence of the social investment state notion. It has been argued by some writers and politicians, especially in the 1990s, to turn individuals into stronger actors on the market, as opposed to the welfare state, in which individuals are framed by market protection, thus suggesting that a third way would be opened alongside the welfare state and neoliberalism. The main purpose of this study is to discuss the social investment perspective in terms of education and employment. In this context, characteristic features of traditional welfare regimes and the aftermath are discussed in detail. For this reason, the relationship between human capital and social investment will be discussed first. Then concepts of equality and citizenship and activation strategies are evaluated in the context of social investment perspective. The study traces whether the social investment state in essence implies a new understanding.
