Sorunun büyüklüğü ve önemi yeni konut sunum modellerini gerekli kılmaktadır. Belediye-Toplu Konut İdaresi- Konut Kooperatifleri modeli bu bakımından önemli avantajlar sunmaktadır. Kenti biçimlendiren, her türlü kentsel sorun karşısında halkın ilk başvurduğu adres olan belediyeler ile yapısı gereği dayanışmanın esas alındığı konut kooperatiflerinin işbirliğinin merkezi idare (TOKİ) tarafından desteklenmesi arsa ve konut maliyetlerini düşürecek, halk katılımını artıracak, kentsel rantı kamuya kazandıracak, çağdaş kentsel yaşam alanlarının ortaya çıkmasını sağlayacaktır.

The extent and the importance of the problem requires new housing supply models. The cooperation of municipality-Mass Housing Administration-housing cooperatives model has important advantages in this respect. Cooperation of municipalities which are accessible to citizens and the housing cooperatives based on solidarity, if supported by the central government, will decrease land and building costs, return urban land rents to the public and produce modern living areas in cities.
