Daha Yakın Bir Güneydoğu Komşuluğu: Geniş Karadeniz Bölgesi ve Avrupa Güvenliği

Bu makale, Avrupa’nın, Geniş Karadeniz Bölgesi’ndeki güvenlik çıkarlarını ve aynı zamanda bölgedeki istikrara ve gelişime engel teşkil eden başlıca unsurları araştırmaktadır. Makale dört ana başlığı kapsamaktadır. Öncelikle, demokratik kurumların teşvik edilmesi ve uzun vadede istikrarın bir önkoşulu olan hukukun egemenliği tartışılacaktır. Daha sonra, Karadeniz bölgesinde çözümlenemeyen ve Avrupa’ya en yakın konumda olan çatışmalara odaklanarak, uzun vadede istikrar ve çatışma yönetimi araştırılacaktır. Müteakiben, Avrupa için istikrarlı bir enerji kaynağı sağlama hedefine ve bu bağlamda Karadeniz bölgesinin rolüne yönelinecektir. Son olarak, organize suçları ve terörizmi de içine alan geleneksel olmayan güvenlik tehditleri tartışılacaktır.

A Closer Southeastern Neighborhood: The Wider Black Sea Region and European Security

This article investigates Europe’s security interests in the Wider Black Sea region, as well as the major challenges to stability and development in the region. In doing so, the article will cover four major headings. It will first discuss the promotion of democratic institutions and the rule of law, a prerequisite for long-term stability. It will then move to study long-term stability and conflict management, focusing on the unresolved conflicts of the Black Sea region, the closest to Europe. Following that, the article turns to the goal of securing a stable energy supply for Europe and the role of the Black Sea region in this regard. Finally, it discusses non-traditional security threats, including organized crime and terrorism.
