Uygulama Açısından Türkiye'de Kamu Yönetimi Reformu

Son yıllarda, kamu reformlarım gerçekleştiren gelişmekte olan ülkelerde, reformların uygulama sorunları nedeniyle istenilen sonuçlan doğurmadığı, Batılı ülkeler ve uluslararası örgütler tarafından sıklıkla dile getirilmektedir. Kamu politikası uygulama teorisi kamu reformlarının başarılı olma koşullarını araştıran yeni bir yaklaşımdır. Bu yaklaşımdan yararlanılarak Türkiye 'de kamu yönetimi reformunun uygulamaya geçirilmesi için gerekli koşulların varolup olmadığı değerlendirilmekte; bürokrasi ve toplumun çeşitli kesimlerden gelmesi olası tepkiler çerçevesinde uygulanabilirliği tartışılmaktadır. Kısa dönemde bürokrasi, orta ve uzun dönemde de halk üzerinde olumsuz etkiler yaratabilecek olan kamu yönetimi reformunun planlandığı şekilde uygulanması ve hükümetçe öngörülen sonuçlara ulaşması zor gözükmektedir.

From the Point of Implementation: Public Administration Reform in Turkey

In recent years, Western countries and international organizations frequently emphasize that public sector reforms realized by developing countries do not yield the desired outcomes because of implementation problems. Policy implementation theory is a new field which examines the requirements of a successful public sector reform. In the context of this theory, the availability of necessary conditions in Turkey to implement public sector reform are evaluated. The possibility to implement a successful public sector reform is discussed on the basis of possible negative reactions revealed by bureaucracy and different sections of the society. It is concluded that the prospect of successfully implementing public sector reform in Turkey is gloomy as it may have negative effects both on bureaucracy (in short term) and the public (in medium and long term).
