Sağlık Sektörü Projelerinin Ekonomik Analizi: Maliyet-Etkililik Analizi

Diğer sektörlerde olduğu gibi, sağlık sektöründe de faydaları maksimize, maliyet­leri minimize eden yatırım projeleri seçilmeli ve uygulanmalıdır. Sağlık projelerinin ekonomik analizi olabildiğince etkili yatırım projelerinin seçilmesine önemli katkılar sağlamaktadır. Sağlık sektöründe projelerin tasarımı ve faydaların değerlendirilmesi maliyet-fayda analizinin geleneksel olarak uygulandığı diğer sektörlere göre daha kar­maşıktır. Maliyet-fayda analizi, faydaların parasal değerle ifade edilmesini gerektir­mektedir. Ancak maliyet-etkilik analizi faydaların parasal değer dışındaki ölçütlerle ifade edilmesine olanak tanımaktadır. Bu analizde kurtarılan yaşam sayısı, önlenen komplikasyon sayısı, önlenen hastalık vaka sayısı, kazanılan sağlıklı yaşam yılları vb. fayda (etkililik) ölçüm birimleri kullanılmaktadır. Yeterli veriye ulaşamamak maliyet-etkilik analizini uygulamadaki temel problemdir.

Economic Analysis of the Health Sector Projects: Cost-Effectiveness Analysis

The article examines health sector through discussing the investment projects in health sector, as in other sectors, should be selected and applied, maximizing benefits and minimizing costs. Economic analysis of health projects makes significant contribution to selecting investment projects as efficient as possible. Project design and cost-benefit valuation in the health sector are much more complex than other sectors that traditionally apply economic cost-benefit analysis. Cost-benefit analysis requires that benefits be expressed in monetary terms, whereas cost-effectiveness analysis permits the use of any commensurate measure of benefits other than monetary valuation. Lives saved, complications averted, cases of illness prevented, and healthy years of life gained are the examples of possible benefit (effectiveness) units. Finally it is said that the most practical problem in cost-effectiveness analysis of health sector projects is the lack of adequate data.
