Kamu Sektöründe Performans Ölçümü ve Karşılaşılan Sorunlar

Halkın devletten gittikçe daha çok miktar ve kalitede kamu hizmeti talep etmesi kaynak sorunu çeken yönetimleri yeni arayışlara itmiştir. Bu arayışlar içinde daha az harcamayla daha çok iş üretmenin yollarını bulabilmek yöneticiler açısından kurtuluş yolu olarak algılanmaktadır. Bu bakımdan aslında bir özel sektör uygulaması olan performans yönetiminin kamu yö­netiminde uygulanması esnasında birçok zorlukla karşılaşılacağı unutulmamalıdır. Bu zorlukları aşabilmek için temel bir takım noktalara dikkat edilmesi gerekir. Bu temel noktalar performans ölçümünde en çok hataların yapıldığı alanları oluşturur. Bunlar; değişik ürün tanımlamalarına hoşgörü ile yaklaşmak, anlam verme tekelinin kalkması, işlev ve forumların azaltılması, ürünlerin stratejik seçimi gibi temel alanlardır. Ayrıca performans yönetiminin başarılı olabilmesi için etik ilkelerle uyumlulaştırılması da ge­rekir.

Performance Measurement in the Public Sector and Problems Faced

The article argues that the people demand more and more qualified public service and, it pushes the revenue-lacking public administrations to new searches. For the administrators, the only solution is to find some ways of producing more service with lesser spendings. Performance thinking has a substantial impact on the management of public organization. Many public organizations have introduced performance measurement systems in the belief that they will lead to an effective organization, offering incentives for performance and able to account for its performance. Performance measurement has its positive effects, but also has a number of perverse effects. Therefore strategies organizations use to deal with this negative "perverse" effects are the basic focus of the article. This article presents some strategies that organizations try to cope with the risk of performance measurement application. These strategies are: tolerance for different product definitions, a ban on a monopoly on meaning giving, reducing functions and forums, strategic selection of products. In addition to these strategies, performance management has to be consistent with some ethical principles.
