Polis Örgüt ve Yönetiminde Reform Politikaları:İngiltere Örneği

1990 'lı yıllarda İngiliz polisi, Muhafazakar Parti hükümetlerinin kamu yönetimini yeniden yapılandırma politikaları çerçevesinde kapsamlı bir değişim sürecine girmiştir. Fakat, poliste reform, diğer kamu örgütlerine göre daha geç başlamıştır. Reformun ana teması, 'Kamu İşletmeciliği' modelinin polise de uygulanmasıdır. Bu çerçevede, 1993'te yayımlanan Sheehy ve Hükümet Raporları incelenerek etkileri üzerinde durulmaktadır. Polis, hükümetin reform politikalarına büyük ölçüde direnç göstermiş ve karşı kampanya yürütmüştür. Etkili muhalefet ve lobi faaliyeti sonucunda, hükümet, özellikle merkezi hükümetin polis üzerindeki kontrolünü artırmak ve İngiliz polisinin geleneksel değerle-rini aşındırmaya yönelik reform önerilerinde değişiklik yapmak zorunda bırakılmıştır. Buna rağmen, İngiliz polis örgüt ve yönetiminde önemli değişimler olmuş ve bu değişim trendinin 2000'Ii yıllarda da devam edeceği beklenmektedir.

Reform Policies for the Organization and the Administration of Police:British Case

This article deals with the reorganization policies, mainly on Police Organization and its administration, of the British Conservative Party Governments during 1990s. It is pointed out that a comprehensive re-structuring policies for the public administration were led by the Conservative Party Governments and, the British police (organization) also had been gone into a change process within the framework of the policies. However, according to the author, the reform initiatives came to the police much more later than the other public services. In line with the other public services, the Conservative Governments had attempted to apply "New Public Management" principles to the police service also. The intention was clear in both of the Sheehy Report and the White Paper. But, the reform proposals of the Government, were fiercely opposed by the police itself. As a result of a well co-ordinated opposition-campaign led by the police-supporting associations and the lobbies, the Government failed to implement the whole of the programme but it can not be argued that nothing has been changed. The article emphasizes the rejection points for the police reform and also the significant changes that have been reached in the organization and management structure of the British police.
