Bir Kamu Politikası Aracı Olarak İnternet Kafeler

Vatandaşların İnternete erişimi, bugün dünyanın pek çok ülkesinde tartışılan önemli bir kamu yönetimi konusudur. Her ülke, kendi olanakları çerçevesinde vatandaşlarına İnternete erişme imkanı sağlayarak geleceğin küresel ekonomik, politik ve toplumsal şartlarında avantaj kazanmaya çalışmaktadır. Bu yazıda, vatandaşların İnternete daha yaygın erişimi için Türkiye de internet kafelerin bir kamu politika aracı olarak kullanılıp kullanılamayacağı konus incelenmektedir. Bu inceleme sonucunda internet kafelerin, internet erişimine yönelik özel sektör odaklı bir seçenek olarak, kamu ve sivil toplum odaklı erişim seçeneklerine göre bir çok yönden, daha üstün olduğu sonucuna varılmıştır.

Internet Cafes as a Public Policy Tool

Internet. access is an important public policy issue in many countries today. Each country needs first to justify facilitating Internet access for its citizens given the resource constraints, and then make a strategic decision for how to facilitate access. This article deals with the issues and decisions that policy makers face in Turkey regarding the facilitation of Internet access. It is argued that a private sector oriented approach such as using Internet cafes as a public policy tool is a feasible alternative to other public and civil society oriented tools.
