Kamu Yönetimlerinde Değişim: "Sonraki Adımlar"

Konferans metninde temel olarak kamu yönetimindeki değişim dört önkoşulu olduğu savunulmaktadır; siyasal liderlikteki değişim, toplumsal tutumlardaki dönüşüm, yönetim kuramındaki entelektüel gelişmeler, başarısızlığın kavranması ve yenilenme ihtiyacı. Yönetimde değişimin bu dört önkoşulu ingiltere, Amerika Birleşik Devletleri, Fransa, Yeni Zelanda ve Avrupa Birliği örnekleri çerçevesinde açıklanmaktadır. Siyasal liderlikteki değişimin yönlendirdiği reform örneği İngiltere 'dir; Amerika Birleşik Devletleri toplumsal tutumlardaki değişimin liderlik ettiği değişime örnektir; yönetim kuramının tetiklediği değişim örneği Yeni Zelanda'dır; Avrupa Birliği ise yönetimin başarısızlığı sonucu değişime örnektir.

Change in Public Administrations: Next Steps

In the essay four preconditions are proposed for change in public adminisration, i.e., a change in political leadership, a shift in societal attidues, intellectual developments in , particular to do with the theory of management, a perception of failure and the need for renewal. These four preconditons for change in public adminisration are explained on the basis of examples from UK, USA, France, New Zealand, and European Union. Reform example which is led by a shift in political leadership is UK, by a shift societal attitudes is USA. The reform New Zealand on the other hand is trigerred by the shift in the theory of management. EU is the best example of a change related to perception of failure.
