Dış politikada karar verme mekanizmalarında kadının yeri

Dış politika karar verme mekanizmalarında çoğunlukla erkeklerin görev üstlendiği, yürütülen politikalarda da maskülen değerlerin ön plana çıktığı, kadının ve feminen değerlerin ise çoğunlukla görmezden gelindiği belirtilmektedir. Özellikle feministlerce vurgulanan bu görüş çerçevesinde, kadınların uluslararası ilişkiler alanında daha görünür kılınmasıyla birlikte mevcut yapıda büyük değişimler yaşanabileceği, daha barışçıl bir yapıya ulaşılabileceği ifade edilmektedir. Oysaki tarihsel süreçte bu mekanizmalarda çok az sayıda da olsa kadın aktörün yer aldığı, ancak bu kadınların büyük bir kısmının da kendilerinden beklenenin tersine çoğunlukla maskülen nitelikte politikalar izledikleri saptanmaktadır. Bu çalışmanın amacı, öncelikle kadınların dış politika karar verme mekanizmalarındaki yerini ortaya koymak ve beraberinde üstlendikleri rollerin/uyguladıkları politikaların gerçekten feminen değerlerle paralel olup olmadığını ve bunların nedenlerini analiz etmektir.

Women's place in foreign policy decision-making mechanisms

It is argued that mostly men take place in foreign policy decision-making process; masculine values come to the forefront; women and feminine values are usually overlooked, It is maintained in the context of this view emphasized especially by the feminists that rendering women more visible in the field of international relations may not only lead to radical transformations in the current structure, but also ensure a more peaceful structure. However, history shows that very few women have participated in these mechanisms and that most of them, contrary to the expectations, have pursued masculine policies.
