ETNİK ÇATIŞMALARIN YAYILMASI VE BÖLGESEL GÜVENLİĞE ETKİLERİ: KOSOVA ÖRNEĞİ

Tüm düzeylerde güvenliğe (insani, toplumsal, ulusal, bölgesel ve uluslararası) yönelik temel tehditlerden birisi olarak etnik çatışmalar, önemli insani acılara sebep olmakta ve politik istikrar ve güvenlik üzerinde yıkıcı etkiler doğurmaktadır. Ayrıca etnik çatışmaların yayılma etkisi, bölgesel ve/veya uluslararası sistemi istikrarsızlaştırabilmektedir. Bu bağlamda Kosova sorunu, bölgede Arnavut nüfusa sahip olan ülkeleri etkileyerek, bu ülkelerdeki devlet-inşası süreci üzerinde doğrudan etkide bulunmuştur. Kosova’daki etnik çatışmalar, komşu devletlerin güvenliği üzerinde özellikle Makedonya, Arnavutluk, Sırbistan ve Karadağ üzerinde olumsuz etkilere yol açmıştır. Bu nedenle, Kosova sorunu, bölgedeki etnik çatışmaları provoke etme tehdidini ortaya koyan önemli bir sorunu temsil etmiştir. Bu makale, Kosova’daki etnik çatışmalar bağlamında bölgesel güvenliği etkileyen faktörleri incelemeyi amaçlamaktadır.

THE SPILL-OVER OF ETHNIC CONFLICTS AND THEIR IMPACTS ON REGIONAL SECURITY: KOSOVO EXAMPLE

As one of the major challenges to the all levels (human, societal, national, regional and international security), ethnic conflicts cause enormous human suffering and produce devastating impacts on political stability and security. And also spill-over effect of ethnic conflicts can destabilize the regional and/or international system. In this context, Kosovo question, by affecting the states that have Albanian population in the region, has directly influenced the state-building process of these countries. Ethnic conflicts in Kosovo have detrimental effects on the security of the neighbouring states, particularly Macedonia, Albania, Serbia and Montenegro. Therefore, Kosovo question represented a critical issue that threatened to provoke a chain reaction of ethnic conflicts throughout the region. This article aims to examine the underlying factors that influenced regional security in the context of ethnic conflicts in Kosovo.
