İsrail’in Avrupa Birliği’nin bölgesel politikalarına yaklaşımı: çok taraflılık mı, iki taraflılık mı?

Avrupa Birliği, çevresinde barışı teşvik etmek, ekonomik kalkınmayı sağlamak ve refah seviyesini artırmak amacıyla bölgesel politikalar geliştirmektedir. Böylece, Avrupa Birliği çevre ülkelerden kendisine yönelen terörizm, yasa dışı göç, silah, uyuşturucu ve insan kaçakçılı- ğı gibi tehditlerin azalacağını öngörmektedir. Avrupa Birliği’ne yönelik bu tehditler en fazla Akdeniz ülkeleri kaynaklıdır. Avrupa Birliği’nin Akdeniz’de yer alan ülkeler ile yürütmekte olduğu iki bölgesel politika- sı bulunmaktadır. Bunlar çok taraflı işbirliği modeline dayandırılarak Avrupa-Akdeniz Ortaklığı’nın devamı olarak kurulan Akdeniz İçin Bir- lik ve iki taraflı nitelik taşıyan Avrupa Komşuluk Politikası’dır. Bu ma- kalede, söz konusu bölgesel politikalardan hangisinin İsrail’in çıkarla- rına uygun olduğu sorusuna cevap aranmaktadır. Arap ülkelerinin Fi- listin sorunundan dolayı İsrail’e tepkilerini sergiledikleri bir platforma dönüşmesinden dolayı Akdeniz İçin Birlik, İsrail’in çıkarlarına uygun değildir. Avrupa Komşuluk Politikası ise İsrail’e önemli ekonomik, sos- yal, kültürel ve teknolojik kazanımlar sağlamaktadır. Makalede sonuç olarak, iki taraflı Avrupa Komşuluk Politikası’nın İsrail’in çıkarlarına uygun olduğu iddia edilmektedir

Israel’s approach to the European Union’s regional policies: multilateralism versus bilateralism?

The EU has developed regional policies in order to encourage peace, en- sure economic development, and increase prosperity. In this way, the EU considers that threats from periphery countries against itself, such as terrorism, illegal immigration, or trafficking in drugs, guns and human beings, can be decreased. Most of these threats originate in Mediter- ranean countries. The European Union has implemented two regional policies with these countries: the multilateral Union for the Mediter- ranean, established as the continuation of the Euro-Mediterranean Partnership, and the bilateral European Neighborhood Policy. This article investigates which one is preferable for Israel’s interests. It finds that the Union for the Mediterranean is not advantageous because Arab countries have transformed it into a platform for expressing their reac- tions against, and hatred of, Israel. The European Neighborhood Policy, however, provides Israel with significant economic, social, cultural, and technological benefits. Consequently, it is argued that the bilateral Eu- ropean Neighborhood Policy suits Israel’s interests.
