Bir örgütlenme çerçevesi olarak ‘ASEAN Yolu’nun başarısı

ASEAN 1967 yılındaki kuruluşundan bugüne önemli ekonomik ve ör- gütsel başarılara imza atmıştır ASEAN’ın bu başarılarının mimarı olarak, ‘ASEAN Yolu’ şeklinde kavramsallaştırılan prensip ve normlar görülmektedir. ASEAN Yolu, ASEAN devletlerinin politik ilişkilerini ve ekonomik işbirliği süreçlerini yürüttükleri bir örgütlenme çerçevesi olarak ele alınabilir. Bu çalışmanın amacı, ASEAN Yolu prensiplerinin, ASEAN bütünleşme sürecinde ne ölçüde rol oynadığına, bir diğer ifa- deyle ASEAN’ın başarısına ne gibi katkılar sağladığına ışık tutmaktır. Bu amaçla ASEAN Yolunu oluşturan prensiplerin iki temel alanda, ça- tışma yönetimi ve ekonomik işbirliği alanlarında, nasıl etkinlik göster- diği incelenecektir.

The success of ‘ASEAN Way’ as an organizational framework

Since its establishment in 1967, ASEAN has realized significant eco- nomic and organizational achievements. Some principles and norms which can be conceptualized as “ASEAN Way’’ have been considered as the key to this success. ASEAN Way can be viewed as an organizational framework through which ASEAN members conduct their political rela- tions and economic cooperation process. This study seeks to shed light on the role of the principles and norms of ASEAN Way in the ASEAN integration process; in other words, it aims to evaluate the contribution of the ASEAN Way to the success of ASEAN. To this end, the functioning of the elements of the ASEAN Way is analyzed in two main issue areas: conflict management and economic cooperation.
