Küresel Pandemi (COVID-19) ve Kent Yönetimlerinin Tepkisi: Londra Belediyesi Örneği

Öz Toplumlar arası ilişkilerde ticaret, din, savaş vb. etkenler belirleyici olmuştur. Yaşayan bir organizma olarak kentler toplumların edindikleri birikimlerin dağıtım üssüdür. Kentler aynı zamanda salgın tehditlerinin de en yoğun yaşandığı yerleşimlerdir. Günümüzde yaşanan küresel COVID-19 pandemisinin birincil düzeyde kent yaşamını etkilediği düşünüldüğünde dünden bugüne değişen bir şey olmadığı görülmektedir. Toplumları sosyo-ekonomik açıdan değişim ve dönüşüme zorlayan salgın gerçeği bugün de ayrım yapmaksızın insan kayıplarına yol açmaya devam etmektedir. Konunun tek trajik olan kısmı ise insan kayıpları ve yıkımlar değildir. Tarihte görüldüğü üzere salgın aynı “coğrafi ayak izi” üzerinde yolculuk yapmakta ve yine kent halkını tehdit etmektedir. Londra sanayi devriminin merkezi olarak hafızalarda yer edinmekle birlikte dünya salgın tarihinin yıkıcı etkilerini yaşayan bir yerleşim yeridir. İngiltere, WHO verilerine göre COVID-19 salgının Avrupa’daki merkez üssü konumundadır. Bu veri çalışmamızı yönlendiren birincil etken olmuştur. Londra ise tarihte yaşadığı Black Death ve İspanyol gribi süreçleri ile bir kez daha yüzleşmiş bulunmaktadır. Geçmişten günümüze salgının güzergahı ve gerekçeleri benzerlikler gösterdiği gibi mücadele yöntemleri de yakın görünmektedir. Ancak günümüzdeki teknolojik imkanların salgınla mücadele açısından önemli avantajlar sağladığı görülmektedir. Önemli olan nokta ise klasik kent hizmetlerinin sunumuna uyarlanan dijital aktörlerin salgın sürecinde de fark yaratıcı biçimde alanda kullanılmasıdır. Bu çalışmada Londra’nın 21. Yüzyılın Vebası olmaya şimdiden aday olan COVID-19 pandemisi ile mücadele yöntemleri ele alınmakta ve kent yönetiminin tecrübeleri aktarılmaktadır.
