Covid-19 Bağlamında Devletlerin Hak ve Sorumlulukları

Çin’in Wuhan şehrinde ortaya çıkarak tüm dünyaya yayılan Covid-19 medikal anlamda birçok sonuç doğurduğu gibi devletler ve uluslararası ilişkiler boyutunda da önemli sonuçlara neden olmuştur. 20. yy boyunca ve 21. yy’ın başlarında yaşanan salgınlar devletlerin ulusal ve uluslararası alanda ekonomik, güvenlik ve diplomatik sorumluluklarını arttırmıştır. 21. yy da küresel ölçekte önemli etkiler yaratan salgın hastalıklar ulusal güvenliğin yeniden tanımlanmasını zorunlu kılmıştır. Olağanüstü süreçler devletlerin haklarını ve iktidar alanını genişleterek bireysel özgürlükler alanlarının daralmasına neden olmuştur.
