Özet: Y?sizli?i azaltmak ekonomi politikalarynyn temel öncelikleri arasynda yer almaktadyr. Di?er ülkelerde oldu?u gibi Türkiye'de de sosyo-ekonomik sorunlaryn ba?ynda i?sizlik sorunu gelmektedir. Y?sizli?i önlemek amacyyla, merkeziyetçilikten uzak, yerel dinamikleri dikkate alan, sosyal taraflaryn katylymyny sa?layacak istihdam politikalarynyn uygulanmasy gerekmektedir. Bunun için il ölçe?inde i?gücü envanterinin çykarylarak istihdamy artyrycy ve i?sizli?i azaltycy politikalaryn birinci elden olu?turulma zorunlulu?u ortaya çykmaktadyr. Bu çaly?mada Bartyn ili i?gücü piyasasynyn yapysy incelenmi?, çaly?ma sonucunda, Türkiye'de tarym sektörünün toplam istihdamdaki payy giderek azalmasyna ra?men, bu sektörün, il için önemli bir istihdam kayna?y olu?turdu?u sonucuna varylmy?tyr. Ayryca yurtdy?y piyasalar için üretim yapan özel sektör firmalarynyn, ildeki i?sizli?i azaltmada önemli bir i?leve sahip olduklary sonucuna varylmy?tyr.

Abstract: Decreasing the unemployment is the basic priority in the economy policies. As the other countries in Turkey unemployment problem is the leading problem in social-economics problems. Because of the preventing to unemployment it should be applied employment policies which is de-centralize, aware of local dynamics, provide participations of social parts. For this reason a necessity of policies which increasing employment, decreasing unemployment and prepare to stock of labour in the scape of city arised by first hand. In this study, structure of labour market in Bartyn is investigated and as a result, agriculture area is important source of the employment in Bartin even its rate gets decrease in total employment in Turkey. Also, private firms which make production for overseas markets, has important role to decrease the unemployment.
