Teknoloji politikaları ve Türkiye: Bir inceleme

Bu çalışma Avrupa Topluluğuna girmeyi amaçlayan Türkiye için optimal bir teknoloji politika çerçevesi oluşturmak için dünyadaki teknoloji politikaları arasında bir karşılaştırma yapmak amacındadır. Bilindiği gibi Altıncı Çerçeve Programı, Avrupa rekabetçiliği, bilim ve teknoloji politikasının desteği için temel araştırma alanlarını belirlemeyi ummaktadır. Bu programa katılmak Türkiye için önemli bir aşamadır, buna ilaveten Türkiye daha çok dünyadaki olası ticaret ve piyasa firsatlarıyla uyumlu özel bir teknoloji politikasına ihtiyaç duymaktadır. Bu teknoloji politikasının Türkiye'nin küresel ihtiyaçları doğrultusunda oluşturulması gerekmektedir.

This paper aims to present a broad comparison among technology policies in the world in order to catch an optimal technology policy framework for Turkey, which aims to enter European Community. As has been known the Sixth Framework Programme seeks to address key areas of research in support of science and technology policy and European competitiveness. It is a significant step for Turkey to participate in this programme, but in addition to this, Turkey still needs rather a special technology policy framework, which must be consisted with possible trades and markets opportunities in the world economy in general. That technology policy is required to be designed for the global needs of Turkey.
