Türkiye Varlık Fonu İçin Bir Uygulama Örneği: Singapur Temasek Holding

Temasek Holding, 1974 yılında Singapur Devleti’nin ekonomik faaliyetlerini tamamen devlet tüzel kişiliğinden ayırma amacına matuf olarak, iktisadi işletmeler özgülenmek suretiyle kurulmuştur. Temasek Holding, 2010’lu yıllardan itibaren Türkiye, Romanya, Bangladeş ve Hindistan gibi ülkelerin benzeri varlık fonlarını kurması sonucu bu yönüyle tekrar incelenmesi gereken bir varlık fonu olarak görülmektedir. 2016 yılının Ağustos ayında ihdas edilen Türkiye Varlık Fonu için 40 yılı aşkın tecrübeye sahip Temasek Holding’de ciddi misaller bulunmaktadır. Türkiye Varlık Fonu’nun barındırdığı hukuki problemlerin çözülmesi zor olmayıp Temasek Holding tecrübesinden faydalanılması bunu daha da kolaylaştıracaktır.
