The concept of administration is analyzed under the title of administrative sciences - public administration in the academy. These scientific domains have been established by the United Nations and United States of America in Turkey after the Second World War. Establishment efforts took eight years. Foreign experts and the institutions, programs and course materials that they have established have shaped the following fifty years of the fi eld of science. This orientation resulted with some negative effects for the field such as “stucking in transfer” and “copying”. As a result, Turkish administrative science “lacks of originality” both from theoretical and methodological perspectives. This study is one of the efforts aiming to fi nd a solution to this common problem of the field.
