Türkiye'de Bireysel Emeklilik Sistemine Sa÷lanan Kamusal Teúvikler Hanehalk? Tasarruflar?n? Art?rabilir mi? Teorik Yaklaú?mlar Temelinde ønceleme1

Türkiye'de son yıllarda kamu tasarruflarındaki artışa rağmen özel tasarruflar düşme eğilimi göstermektedir. Hanehalkı tasarruflarının artırılması için çeşitli politikalar geliştirilmektedir. Bunlardan birisi de bireysel emeklilik sistemine sağlanan kamusal desteklerdir. Ancak OECD ülkeleri ile karşılaştırıldığında bireysel emeklilik sistemine katılım oldukça düşük düzeydedir. Bu çalışmada Türkiye'de Bireysel Emeklilik Sistemine sağlanan kamusal teşviklerin hanehalkı tasarruflarına etkileri çeşitli yaklaşımlar temelinde teorik düzeyde incelenmekte ve sisteme ilişkin politika önerilerinde bulunulmaktadır. Neo-klasik, davranışsal ve kurumsal yaklaşımların tasarruflarla ilgili varsayımlarını ve ülke deneyimlerini dikkate alarak bireysel emeklilik sisteminin birbirini tamamlayıcı nitelikte düzenlemelerle revize edilmesi sistemin hedefine ulaşma şansını artıracaktır.

Can Public Incentives for Individual Retirement System in Turkey Increase Household Savings? A Review Based on Theoretical Approaches

In Turkey, public savings have increased over the past few years while households have tended to reduce their savings. Various policies are being developed to increase household savings. One of these is public incentives for the individual retirement system. However participation in the individual retirement system is quite low when compared with OECD countries. In this study, the effects of the public incentives for the individual retirement system in Turkey on household savings are examined theoretically, and policy suggestions for the system are made. Considering the assumptions of neoclassical, behavioral and institutional approaches about savings and country experiences, revising the individual retirement system with complementary regulations will increase the chance to reach the goals of the system.
