Türkiye'de Eğitim ve Sağlık Harcamalarının Fırsat Eşitliği Üzerindeki Etkisinin Araştırılması

Bu çalışma devletin eğitim ve sağlık harcamalarının fırsat eşitliği anlamında etkisinin ölçülmesini hedeflemektedir. Böylece, Türkiye'deki kamu harcamalarının sosyal eşitsizlikleri giderici yönde olup olmadığının belirlenmesi amaçlanmıştır. Çalışmamızda öncelikle görsel inceleme ve çapraz tablolama yöntemleri ile veri seti ayrıntılı olarak incelenmiş; eğitim ve sağlık harcamalarının nüfus yoğunluğuna ve gelir dağılımına göre tasnifi yapılmıştır. Daha sonra yatay kesit analizi yöntemi kullanılarak devletin kişi başına düşen eğitim ve sağlık harcamaları bağımlı değişken olarak ele alınıp, iller bazındaki nüfus dağılımı ve kişi başı GSYH oranlarının kamu harcamaları ile ilişkisi ölçülmüştür. Çalışma sonuçlarına göre günümüz Türkiye'sindeki kamu politikalarının sosyal eşitsizlikleri düzenleyici yönde eğiliminin olduğu kanısına varılmıştır.

Analyzing the Effects of Education and Health Expenditures on Equal Opportunities in Turkey

This study aims to measure the effect of education and health expenditures in terms of equality in opportunity. Hence, it aims to determine Türkiye'de Eğitim ve Sağlık whether the current public spending might be able to relieve the social inequalities in Turkey. The data set was examined in detail by visual inspection and cross tabulation methods; education and health expenditures are classified according to population density and income distribution. Finally, we employ government spending on health and education per person as dependent variables and assess the effect of distribution of population by provinces and GDP per capita on public spending using the OLS method. Our findings suggest that existing government policies tend to promote equal opportunities in Turkey.
