Son yıllarda kamu yönetiminde sıkça vurgulanan etkinlik, şeffaflık, hesap verebilirlik gibi kavramlarla mali sorumluluğun da önemi giderek artmıştır. Mali sorumluluk; kişinin hazineye veya bir başka kişiye verdiği zararın kendisine ödettirilmesi sonucunu doğuran sorumluluk türü olarak tanımlanmasına rağmen bu sorumluluğu sadece bir tazmin sorumluluğu olarak görmek yanlıştır. Çünkü mali sorumluluk mali görevin gereği gibi yerine getirilmesidir. Ancak mali sorumluluğun ve mali görevin ne olduğu, sorumluların kim olduğu ve sorumluluk kapsamları net olarak bilinmemektedir. Bu çalışmada da bu açığı gidermeye yönelik olarak mali sorumluluğun ve mali görevin neler olduğu ve bu sorumluluk ve sorumlularla yaptırımlar arasındaki ilişkinin nasıl olduğu konularına değinilmektedir.

Financial liability becomes more important together with the concepts like efficiency, transparency and accountability, which are emphasized more often in the field of public management in the recent years. Although financial liability can be defined as a kind of responsibility in such a way that person causing any damage to the treasury or any other individual makes full restitution for it, it is wrong to consider it only as a compensation responsibility; because in fact financial liability is duly performance of a financial duty. However it is not known clearly what the financial liability and financial duty is, who are responsible from them and what is the scope of this responsibility. In an attempt to clarify these ambiguities, this study discusses what the accountability and financial duty is and what kind of a relation there is between the sanctions and this responsibility and the responsible people.
