Küresel Kamusal Mal Çerçevesinde Mülteci Koruması

Küresel kamusal mal kavramı 1990’lı yıllardan itibaren çalışılmaya başlanan ve hâlâ gündemde olan bir kavramdır. Mülteci sorunu ise neredeyse medeniyetlerin başlangıcından bugüne kadar var olan bir problemdir. Ancak küreselleşme ile birlikte farklı bir boyuta ulaşmıştır. Önceleri sadece bölgesel hareket eden mülteciler 1980’li yıllardan sonra kendi coğrafi bölgesinin dışındaki ülkelere de gitmeye başlamıştır. Bunun sonucu olarak da mültecilerin ortaya çıkardığı sorun, yalnızca bölgedeki ülkeleri etkilemekle kalmamış; bölge dışındaki birçok ülkeyi de etkilemiştir. Bu anlamda mültecilerin korunması tüm dünyayı ilgilendiren küresel bir konu haline gelmiştir. Bu sorun çerçevesinde çalışma, mülteci korumasını küresel kamusal mal literatürü kapsamında ele almaktadır.

Refugee Protection in the Context of Global Public Goods

Global public goods is a concept that has been studied since the 1990s and is still on the agenda. The refugee problem has existed since the beginning of civilizations. However, it has reached a different dimension with globalization. Refugees, who previously only moved to neighboring countries, started to seek asylum in countries other than their geographic region since the 1980s. As a result, the problem posed by refugees has not only affected the countries in the region; it has affected many countries outside the region. In this sense, the protection of refugees has become a global issue that concerns the whole world. Within the framework of this problem, the study has addressed refugee protection within the global public goods literature.
