Kanada’da Son Dönemde Maliye Politikalarında Yaşanan Değişim ve Orta Gelir Grubunu Desteklemeye Yönelik Bütçe Politikaları

Bu çalışmanın amacı Kanada’da 2015 yılında Liberal Partinin iktidara gelmesi sonrasında uygulanmaya başlanan orta sınıfı güçlendirmeye yönelik bütçe politikalarını, politika uygulama süreçlerini ve politika araçlarını inceleyerek politika uygulamalarının toplumsal ve ekonomik yapıda hangi değişiklikleri hedeflediğini analiz etmektir. Bu kapsamda, özellikle eğitim, sağlık, istihdam ve sosyal koruma gibi alanlarda orta sınıfı hedef alan uygulamalar ele alınmıştır. Uygulanan politikalarla, orta sınıf ve toplumun dezavantajlı kesimlerinin toplumsal konumları güçlendirilmeye çalışılmaktadır. Ortaya çıkan sonuçlar bu politikaların bütçe sürecindeki kurumsal güçlenme ile istikrarlı uygulanmaları halinde olumlu gelişmeler sağlayabileceğini göstermektedir. Yine, görece sınırlı bir etkinin yaratıldığı vergi adaletinin sağlanması konusunda daha etkili politikalara ihtiyaç olduğu görülmektedir.

Recent Evolution of Fiscal Policies and Budget Policies for Supporting the Middle-Income Group in Canada

The purpose of this study is to analyze the budgetary policies, policy implementation process and policy tools to strengthen the middle class in Canada after the Liberal Party took power in 2015, and thus to analyze the policy targets in social and economic structure. In this context, the practices targeting the middle class in areas such as education, health, employment and social protection were discussed. With the policies implemented, the government aims to strengthen the social positions of the disadvantaged groups and of the middle class. The results show that these policies can provide positive effects if they are implemented in a sustainable manner in addition to institutional strengthening in the budgetary process. In addition, more effective policies are needed to ensure tax justice in which a relatively limited effect has been created.
