Kamu borçlanması sınırlamalarının kamu harcamalarının bileşimi üzerine etkileri: avrupa birliği ülkelerine yönelik ampirik bir değerlendirme

20. yüzyılın başında GSYH'nin %10'ları düzeyinde seyreden kamu harcamaları devletin ekonomik fonksiyonundaki gelişmeye paralel olarak giderek artmıştır. Kamu harcamalarındaki artışa gelirdeki artışların eşlik etmemesi nedeniyle bütçe açıkları ve borç faiz kısır döngüsü sorunu ortaya çıkmıştır. Bu durum, makro ekonomik istikrarsızlıkların da en önemli nedenlerinden biri olmuştur. Yaşanan süreçte pek çok ülke borç faiz yükünü düşürmek ve makroekonomik sürdürülebilirliği sağlamak üzere, birincil harcamalarda kesintiye gitmiştir. Bu ise kamu harcama yapısında önemli değişime yol açmıştır. Harcama yapısındaki bu değişim, bütçenin makro ekonomik fonksiyonlarını gerçekleştirebilmesinin önünde önemli bir engel oluşturmuş, kamu hizmetlerinin kalitesi düşmüş ve bunun sonucunda toplumsal refah artışında gerilemeler yaşanmıştır. Bu çalışma, kamu harcamaları borçlanma ilişkisini 1995-2008 dönemi için AB üyeleri örneğinde panel veri analizi kullanarak değerlendirmeyi amaçlamaktadır. Çalışmada kamu borçlanmasındaki artışın bütçede faiz harcamalarının payını artırdığı ve bunun sonucunda faiz dışı kamu harcamalarında değişim yaşandığı sonucuna ulaşılmıştır.

The effects of public debt constraint on public expenditure composition: an empirical evaluation for the european union countries

Public expenditure presenting approximately ten percent of GDP at the beginning of the twentieth century, has increased in parallel with the state economic development function. Due to inability of accompanied by increases in income up to public expenditure, has emerged vicious cycle of budget deficits and debt problem. This has been one of the most important causes of macro-economic instabilities. In the process, many countries has been cut non-interest expenditure to reduce the burden of debt interest and ensure the sustainability of macroeconomic. This has led to changes in the structure of public spending. This change in the structure of expenditure created a significant obstacle to realize macro-economic functions of the budget, the quality of public services has fallen and as a result of this situation has been experienced the decline in the increase in social welfare. In this study, aims, to evaluate the relationship between public spending and public borrowing using panel data analysis for the period 1995-2008 the case of EU members. In this study has been concluded the increase in public debt to increase the share of interest expenditures in the budget and as a result are experiencing changes in non-interest public spending.
