Aday ülke statüsü kazanımı sonrasında türkiye'nin avrupa birliği ile ekonomik entegrasyonu: koşullar ve kısıtlar

1957 yılında kurulan Avrupa Birliği (AB) ile ekonomik entegrasyon sağlamak amacıyla, AB'nin kuruluşundan çok kısa bir süre sonra (1959) müracaat eden az sayıda ülkeden biri Türkiye'dir. Yaklaşık elli yıldır devam eden Türkiye ile AB arasında bir ekonomik entegrasyon oluşturma amacına yönelik başlatılan bu ilişki, zaman içinde aksamalara uğrasa da son yıllarda önemli aşama kaydetmiştir. 1996 yılında Türkiye ve AB arasında Gümrük Birliğinin (GB) işlemeye başlaması sonrasında, 1999 yılında Türkiye 'ye aday ülke statüsü verilmesi ile bu entegrasyon ilişkisi yeni bir boyut kazanmıştır. Artık hedef, Türkiye 'nin AB 'ye tam üyeliği ile daha ileri ekonomik bütünleşmedir. 1999 yılında aday ülke statüsü verildikten sonra, AB ile ekonomik entegrasyonu giderek artan Türkiye'nin, AB ile ekonomik entegrasyonunun daha fazla ilerlemesinde bazı kısıtların olduğu ve bazı konularda (özellikle nüfus büyüklüğü ve işçilerin serbest dolaşımı) duyulan endişeler nedeniyle bu kısıtların giderilmesi konusunda özellikle AB cephesinde fazla çaba gösterilmediği görülmektedir. Bu çalışmada, bugün AB ile Türkiye'nin ekonomik entegrasyonun ilerlemesinde var olan kısıtlar tartışılmaktadır.

Turkey's economic integration into the european union after a candidacy status: conditions and constraints

Turkey is one of the few countires which had applied for membership very shortly after the establishment of the EU (1959), which is an example of the most advanced economic integration of the world established in 1957, in order to achieve economic integration. This relation, which has been going on between Turkey and the EU for approximately fifty years, has reached an important stage in the recent years, although there have been some disruptions during the course of the years. After the coming into effect of the Customs Union (CU) in 1996 between Turkey and the EU, and granting to Turkey of cadidate country status in 1999, the integration relation has gained new dimension. Now, Turkey's objective is full membership in theEU. After receiving candidate country status in 1999, Turkey's economic integration with the EU has gradualy increased, but it is seen that there are certain constraints and some concerns on certain subjects (especially the large population and free movement of the workers) and that because of concerns EU is not exerting serious efforts in overcoming these constraints. In this paper, today, it is discussed the constraints that the progressing of economic integration of Turkey into the EU has.
