2001 iç borç takası: nedenler, yöntem ve sonuçları

2000/2001 finansal krizinin kamu borcu üzerinde yarattığı yükü vadeye yaymaya yönelik olarak 2001 yılı Haziran ayında gerçekleştirilen iç borç takası, finans tarihimizde önemli bir yere sahiptir. O dönemdeki nakit iç borç stokunun yaklaşık üçte birinin değişime konu olduğu bu işlem ile iç borçlanmanın vadesi belirgin şekilde uzatılmış, kriz sonrasında kamu borçlanmasının sürdürülebilirliğine yönelik olarak atılmış olan adımların sonuçlarının alınabilmesi açısından önemli bir zaman kazanılmış, bankacılık sektöründeki döviz açık pozisyonlarının kapatılmasına da katkı sağlanmıştır. Bu çalışmada, takas işlemine yol açan etkenler ile işlemin operasyonel ayrıntıları değerlendirmekte ve elde edilen sonuçlar ortaya konulmaktadır.

2001 domestic debt exchange: reasons, method and results

The domestic debt exchange operation, carried out in June 2001 in order to extend the debt service profile that had deteriorated due to the fiscal burden of the 2000/2001 crisis, is an important milestone in Turkey's financial history. In this operation, the Treasury replaced about one third of its marketable debt stock, lengthened the maturity of its debt portfolio, ensured public debt sustainability and contributed to the efforts that attempted closure of the open foreign currency position of the banking sector in the country. The paper examines the reasons behind this debt exchange, elaborates on the operational details and analyzes the results achieved.
