Parlamenter Rolleri ve TBMM'de Parlamenter Davranışları Üzerine Bir Alan Araştırması

Makalenin konusu, 22. Dönem TBMM üyeleri arasında 2004 yılı başında gerçekleştirilen ve parlamenterlerin rol ve davranışlarını analiz etmeyi amaçlayan bir anket çalışmasının sonuçları hakkında değerlendirmeler içermektedir. Çalışma üç bölümden oluşmaktadır. Birinci bölümde; parlamentolar üzerine yapılan çalışmalarda kullanılan parlamenter davranışları ve parlamenterlerin üstlendikleri rollerin analizi üzerinde teorik bir giriş yer almaktadır. İkinci bölümde ise; bu teorik giriş çerçevesinde adı geçen alan araştırmasının ampirik sonuçlarına ilişkin, genel olarak tek değişkenli (univariate) istatistikleri ihtiva eden, grafik ve tablolar ve bu tabloların değerlendirmesine yer verilmektedir. Son bölüm; bu alan araştırmasının sonuçlarından hareketle 22. Dönem TBMM üyesi milletvekillerinin rolleri üzerine bir tartışmadan oluşmaktadır.

Parliamentary Roles and the Behaviors of Parliamentarians: A Cesa Study on Turkish National Assembly

This paper presents the results from a survey conducted among the members of the Turkish Grand National Assembly (TGNA), during its 22nd term in 2004. The survey included questions tapping parliamentarians’ attitudes about their roles and behaviors. This study consists of three sections. The first section provides a brief overview of the literature investigating the roles and behaviors in other parliamentary settings. Utilizing this literature, the second section provides an empirical analysis of the survey. The tables and charts are presented mostly including univariate statistics, to interpret the results. The final section discusses the implications of the results as they relate to the behavior of the members of the TGNA during its 22nd term.
