YAŞLI İSTİSMARI VE İHMALİNE YÖNELİK SOSYAL HİZMET MÜDAHALESİ VE YAKLAŞIMLARI

Yaşlanan nüfusun artması durumuna paralel olarak yaşlı istismarı ve ihmali sorununda da artışın meydana geldiği bilinmektedir. Bu duruma ek olarak, yaşlı bireye sahip ailelerde toplum temelli bakım organizasyonlarına artan ilginin de doğal bir sonucu olarak yaşlı istismarı ve ihmali sorunu gündeme gelmekte, bu sorun alanına müdahale etme noktasında sosyal hizmet uygulamasına duyulan ihtiyaç belirginleşmektedir. Yaşlı istismarı ve ihmali, farklı toplumlar tarafından çoğunlukla göz ardı edilen bir tabu olmaya devam etmektedir. Yaşlılara karşı istismar ve ihmal, yaşlıları fiziksel, ruhsal, ekonomik ve sosyal yönden tehdit eden toplumsal bir sorundur fakat tüm toplumu ilgilendiren bir sorun olmasına rağmen toplumun ilgisinden uzak bir şekilde kişisel bir olgu olarak kabul edilmektedir. Bu çalışma, yaşlı istismarı ve ihmali konusundaki kavramsal ve kuramsal çerçeve kapsamında gerçekleştirilebilecek sosyal hizmet uygulamalarını ve mesleki müdahaleleri açıklamayı amaç edinen derleme bir çalışmadır. Çalışmada, öncelikle yaşlı kavramı bağlamında yaşlı istismarı ve ihmali kavramına değinilmiş, yaşlı nüfusu etkileyen aile içi şiddet ile ilgili ulusal ve uluslararası araştırmalar, teori, politika ve uygulamaların gelişimine yer verilmiş, istismar ve ihmal ile ilişkili gerçekleştirilebilecek sosyal hizmet müdahaleleri, sosyal hizmet kuram ve yaklaşımları çerçevesinde değerlendirilmiştir.

SOCIAL WORK INTERVENTION AND APPROACHES FOR ELDER ABUSE AND NEGLECT

It’s known that elder abuse and neglect have been increasing in accordance with the increasing elderly population. In addition to this, the issue of elder abuse and neglect is on the agenda as a natural consequence of the growing interest in community-based care organizations for families that have been elderly individuals. Therefore, the requirement of social work practice in the point of intervention to this issue has become more obvious. Elder abuse and neglect remain to be taboo, which often has been ignored by different societies. Abuse and neglect against the elderly is a social problem that threatens the elderly physically, psychologically, economically, and socially. However, It has been regarded as an individual phenomenon, far from the interest of the community, even though it is a problem that concerns the whole community. This study aims to explain social work practices and professional interventions that can be carried out within the conceptual and theoretical framework of elder abuse and neglect. In this study, elder abuse and neglect are explained primarily in the context of the definition of the elderly. National and international research on domestic violence affecting the elderly population, and the development of theories, policies, and practices have been included in this study. In conclusion, social work interventions related to abuse and neglect have been evaluated within the framework of social work theories and approaches
