Yaşam Memnuniyeti Yönteminin Tam Kamusal Mallar Özelinde Teorik ve Literatürel Bir İncelemesi

Günümüzde devletin temel ekonomik görevlerinden biri de sosyal olarak arzu edilen kamusal mal-hizmet düzeyinin sunumudur. Ancak kamusal malların yapısal özellikleri, bölünememezlik ve dışlanamamazlık, bazı bireylerin bu mallara yönelik tercih doğru açıklamamasına neden olmaktadır. Tercihlerin belirsiz hale gelmesiyse bu malların Pareto etkin seviyede temin edilmemesi sonucunu doğurmaktadır. Dolayısıyla, kamu kesiminin kamusal mal-hizmetlerde tercihlerin açıklanması ve talebin belirlenmesi sorunlarını çözüme kavuşturması beklenmektedir. Bu minvalde literatürde önerilen çözüm yollarından biri de yaşam memnuniyeti yöntemidir. Yöntem, bireylere doğrudan kamusal mal-hizmete yönelik ödeme istekliliğini sormadığından; yönteminin stratejik davranışların önüne geçerek, bilgileri kamu sektörüne doğru bir biçimde aktaracağı düşünülmektedir. Yöntemin teorik temelinin oldukça dağınık bir şekilde bulunduğu gerek yerli gerekse yabancı çalışmaların sistematik hale getirilerek aktarılması ve yöntemin teorik sınırlarının belirlenmesinin ise kamu ekonomisine yeni bir perspektif ile bakılabilmesini sağlayacak ve tercih açıklatmaya yönelik yeni araştırmalara ışık tutacaktır.

A Theoretical and Literary Review of Life Satisfaction Method Specific to Fully Public Goods

One of the fundamental economic tasks of the state today is the provision of a socially-desired level of public goods-services. However, due to the structural characteristics of public goods, non-rivalry and non-excludability, some individuals do not declare their preferences on these goods accurately. This ambiguity of preferences results in the failure of supplying these goods at the Pareto-efficient level. Therefore, the public sector is expected to solve problems concerning the revelation of preferences and determination of demands in public goods-services. In this manner, one of the solutions proposed in the literature is the life-satisfaction method. As the method does not directly ask individuals their willingness to pay for public goods-services, it is thought that the method will transfer information to the public sector accurately by preventing strategic behaviors. Systematization and then transfer of both domestic and foreign studies, where the theoretical basis of the method is quite scattered and determination of the theoretical limits of the method, will provide a new perspective to the public economy and light the way for new researches on preference-revelation.
