Kamu Özel İşbirliği Modellerinin Türk Maliye Politikası Bakımından Değerlendirilmesi

Toplumların artan ihtiyaçları devletlerin yerine getirmesi gereken hizmetlerde ve altyapı yatırımlarında artışa neden olmaktadır. Gelişmekte olan ülkelerdeki kamu kesimi finansman açıkları, kamu gelir yapısındaki yetersizlikler ve istikrar sorunları göz önüne alındığında altyapı yatırımlarının tek başına kamu kesimi tarafından karşılanmasının zorlaştığı görülmektedir. Bu durumda idareler özel sektör ile işbirliği yollarına başvurmaya başlamıştır. Kamu Özel İşbirlikleri (KÖİ), kamu idaresinin uygulamayı düşündüğü hizmetleri sunmak amacıyla alternatif kaynak oluşturmaya dönük uygulamaları kapsamaktadır. Bu çalışmanın amacı günümüzde kamu yatırım ve hizmetlerinin gerçekleştirilmesinde alternatif bir kaynak olarak KÖİ modelinin, literatür araştırmasını yaparak, farklı boyutlarıyla analiz etmek ve bu çerçevede söz konusu modelin Türk kamu maliyesine olan etkilerini değerlendirmektir.

The Evaluation of Public Private Partnership Models in Terms of Turkish Fiscal Policy

Increasing needs of societies cause an increase in the services and infrastructure investments that the states have to fulfill. Considering the public sector financing deficits, deficiencies in the public income structure and stabilization problems in developing countries; it is seen that the compensation of infrastructure investments solely by the public sector gets harder and harder. In this case, the administrations have begun to seek ways of cooperating with the private sector. Public Private Partnerships (PPP) comprise of applications aiming to create an alternative resource for the purpose of providing the services that the public administration intends to apply. The purpose of the study is to perform a literature research of the PPP model as an alternative resource to realize today’s public investments and services, to analyze it with different dimensions and in this framework, to evaluate the effects of the aforementioned model on the Turkish public finance.
