İnşaat sektörünün hızlı gelişmesine paralel olarak; bu sektörde çalışan firma sayısının da arttığı; teknik açıdan yetersiz olan firmaların varlığını sürdürebilmek için çoğu kez minimum indirim teklif ettikleri, bu tekliflerin maliyetleri bile karşılayamadığı ve bu sebeple de planlanan yatırımların gecikmesine ve maliyet artışlarına sebep olduğu malumdur. İhalelerde verilen teklif fiyatların bilimsellikten uzak olması, sektörde çalışan firmalara da zarar vermektedir. Çoğu kez haksız rekabet sayılabilecek teklifler, konuya teknik yaklaşan birçok firmanın işi alamamasına veya iş alabilmek için, bu tekliflere ayak uydurmak zorunda kalmasına sebep olmaktadır. İnşaat sektörü yatırımlarının bekleneni vermesi ve firmaların da bundan hakettiği payı alabilmesi ancak oturmuş firmaları^ teklif fiyatın oluşturulmasına ilişkin bilgi ve birikimlerinin değerlendirilmesiyle mümkün olabilecektir. Bu yaklaşımla yapılan bu i çalışmada; kamu inşaat ihalelerine katılan, yönetim merkezi Ankara'daki firmalardan derlenen bilgiler değerlendirilerek genel uygulama esaslarına ulaşılmaya çalışılmıştır.

It well known that parallel to the fast growth of the civil sector, the firm number increases; technically incapable firms tend to mostly offer the minimum discounts to survive. These discounts do not even compensate the expenses; therefore, cause to delay the planned investments as well as some costs increase resultantly. The proposal prices offered in the tenders are not scientisfic and destroy the firms working in this sector. Mostly, the proposals which can cause unfair competition, cause mest firms approaching to the subject much more technical, not to be successful in the tenders or cause to adopt themselves to such on fair proposals aş well. In order to fulfill the expectations of the civil sectors investments so that the firms get their fair share, is only possible if the background information and knowledge about the formation of proposal prices of the stable firms are evaluated. In this study performed, with that approach, the opinions of the firms, take part in the civil sector tenders and have the headquarters in Ankara, are evaluated and then it's tried to establish the general application principles.
