J. S. Mill ve müzakereci demokrasi

Müzakereci demokrasi modeli mevcut liberal demokrasi modelini siyasal katılımı kısıtlamak ve önemsizleştirmek, kamusal kararları sayısal çoğunluk kriteri ile alarak meşruiyet ve temsil problemlerine yol açmak ve ortak yararı/iyiyi göz ardı etmekle suçlar. Bu çalışmada siyasal katılımın önemi, kamusal kararların hedefi ve ortak iyi/yarar anlayışı açısından klasik ve modern liberalizmin günümüz liberalizminden farklı olduğu; günümüz liberal demokrasisinin bu üç noktada aslından uzaklaşarak daha çok demokratik elitizme yaklaştığı ve liberalizmin ilk dönemlerinde bu üç konuda müzakereci demokrasi ile benzer anlayışa sahip olduğu, J. S. Mill’in siyaset teorisi analiz edilerek, ileri sürülmektedir.

J. S. Mill and deliberative democracy

Deliberative democracy criticizes the current liberal democratic model in terms of limiting and downplaying importance of political participation, taking public decisions by majority criterion, thus creating problems of legitimacy and representation, and ignoring common interest/good. This study, by analyzing the political theory of J. S. Mill, argues that in terms of significance of political participation, goals of public decisions, and common interest/good, classical and modern liberalism have similar ideas with deliberative democratic model. It is also argued that the current liberal model is similar to democratic elitism in terms of these three issues.
