Sınıf Mücadelesi ve Sendikal Örgütlenme: Yunanistan’da Sınıf Mücadelelerinin Tarihi ve Sosyal Güvenlik Reformu Deneyimi

Bu çalışma, sendikal ve siyasal düzeyde örgütlü emeğin mücadele gücünü, Yunanistan sınıf mücadelelerinin tarihi ve sosyal güvenlik sistemi reformu deneyimi üzerinden değerlendirmekte; böylelikle sınıf mücadelesinin kapitalist üretim süreci içindeki önemine vurgu yapmayı hedeflemektedir. Yunanistan’da sınıf mücadelelerinin tarihi, Keynesçi iktisat politikasından parasalcı iktisat politikasına geçiş ve sosyal güvenlik sistemi reformu süreçlerinden hareket ederek, sendikal ve siyasal düzeyde örgütlü işçi sınıfının direniş kapasitesini ortaya koymakta; örgütlü direnişin, siyasi, iktisadi ve toplumsal hayatın şekillenmesinde belirleyici olduğunu savlamaktadır. Bu çerçevede işçi sınıfının başat örgütlenme zemini olan sendikaları, sınıfın siyasi partisi ile ilişkisi, başlıca direniş aygıtları ve aldıkları farklı biçimler çerçevesinde incelemektedir. Topyekûn bir girişim olan sosyal güvenlik reformuna gösterilen örgütlü direnişin, reform süreci üzerinde tahrip edici etkileri bulunduğunu vurgulamaktadır. Çalışma, Yunanistan’da sınıf mücadelesinin başarı düzeyini, grevin etkin bir araç olarak kullanılması, korporatist bir politika girişimi olarak sosyal diyalog uygulamalarına mesafeli durulması ve sınıf sendikacılığı ve reformist sendikacılık biçimlerinin hakim olması ile açıklamakta; reformların kapsamının direnişin boyutu üzerinde belirleyici olduğunu ifade etmektedir. Son olarak, Yunanistan’da yaşanan ekonomik krizin verileri ışığında, sosyal güvenlik sistemi reformunun ekonomik krizden çıkışın önkoşullarından biri olarak sunulması ve hızla uygulamaya konması süreçlerini değerlendirmekte; krizin emek üzerindeki baskıların artırılması için bir fırsata dönüştürüldüğünü vurgulamaktadır

This paper intends to highlight the significance of class struggle in the capitalist production process. It evaluates the organisational capacity of Greek working class by analysing the history of class struggle and the social security system reform process in Greece. It scrutinises the history of class struggle, transition from Keynesian to monetarist economic policy and the social security system reform processes, and aims to outline the capacity of the working class resistance in Greece. The paper discusses the role of trade unions with reference to their relations with political party of the class and their key instruments of struggle. It assesses the use of strike, the reluctance to corporatist social dialog policies and the dominance of class syndicalism and reformist syndicalism as the main reasons for the success of the class struggle in Greece. It states that the resistance to the social security reforms has a devastating effect on the reform process, and the scope of reform proposals is dialectically related to the level of resistance. The paper also elaborates on the current economic crisis in Greece, and argues that social security system reform is presented as one of the prerequisites for overcoming the crisis, and hence, the economic crisis turns into an opportunity to increase the burden on the working class.
