Yeni Ekonomik Süpergüç Çin'in Önlenemeyen Yükselişi: Türkiye ile Rekabet mi Ortaklık mı?

Türkiye ile Çin arasında “stratejik ortaklık” kurulması fikrini ilk defa 1994’te TÜSİAD’ın yayımladığı strateji raporunda gündeme getirerek bunun sacayaklarını somut önerilerle ortaya koyduğumuzda bir heyecan dalgası yaratmıştık. İzleyen dönemde, aynen başka alanlarda da yaşadığımız gibi, bu heyecan kayboldu. Raporu sahiplenen TÜSİAD bile ilk Çin seyahatini ancak Haziran 2006’da gerçekleştirebildi. Aradan geçen sürede çok önemli gelişmeler yaşanmasına rağmen ne yazık ki iki tarafın da menfaatlerine hizmet edecek ekonomik, jeopolitik ve kültürel bir stratejik çerçeve hâlâ çıkarılamadı. Hâlâ bölük pörçük - çoğu zaman ticaret rekabeti odaklı gündemler peşinde sürüklenmeye devam ediyoruz. Çinlilerin ne istediğini bilen ve elde eden stratejik vizyonu henüz bizim tarafta oluşamadı. Bu yazının son yirmi yıldır ısrarla savunduğum Türk-Çin stratejik ortaklığı hedefine mütevazı de olsa bir katkı sağlaması, ivme vermesi umuduyla…

Unabated Rise of New Economic Superpower China: Competition or Cooperation with Turkey?

There was a great deal of enthusiasm when we first proposed a Turco-Chinese “strategic partnership” back in 1994 by way of a TÜSİAD strategy report. It contained the vital pillars of such a mutually beneficial partnership. In the ensuing period, the positive sentiments created by this report’s findings and recommendations have evaporated, just like we have faced in similar other situations. Ironically, even the members of TÜSİAD, which associated itself firmly with the report, were able to realise their first business mission to China only a few months ago in June - almost 12 years later. Although so much developments have unfolded since then it is regrettable that an economic, geopolitical and cultural strategic framework that will serve both sides’ interests could not be forged to date. We still pursue piecemeal agendas, most of which remain merely trade competition focused. A clear, all encompassing Chinese vision, which looks after its interests well, is yet to be reciprocated on the Turkish side. It is hoped that this article will make a modest contribution to (and indeed reignite) the goal of forging a forward-looking Turco-Chinese strategic partnership...
