Tarihten Bugüne Doğu Asya Dünya Düzeni ve Çin

Bu çalışma, tarihte Asya’da kurulmuş Çin merkezli dünya düzeninin yapı taşı olan Ming/Qing Fidye-Ticaret Sistemi’nin öğretileri ışığında, Çin’in yükselişinin Asya ve dünyadaki etkilerini ve bu ülkenin yeni oluşan dünya sistemi içinde belirmekte olan dış politikasını analiz etmektedir. Çalışmada Çin’in Güneydoğu Asya ve Orta Asya’da tarihteki sistemle benzerlikler taşıyan bir sistemi oluşturmakta olduğu, Japonya’nın bazı farklılıklar içermekle birlikte bu sistem içerisinde tarihteki konumunu andıran bir pozisyona oturacağı savunulmaktadır. Çin’in genel dünya düzen içerisindeki tutumu ve ABD ile olan ilişkilerinin analizinde ise Avrupa tarihine gönderme yapılarak Bismark dönemi Prusya dış politikasında benimsenen “hesaplayıcı” bir çizgiyi izlemekte olduğu iddi edilmektedir. Bu çalışma, Çin’in yükselişi sırasında Asya’daki etkinliğini askeri yöntemlerden ziyade ekonomik ve “yumuşak güç” yöntemleri ile artırma ihtimalinin daha kuvvetli olduğunu savunmaktadır.

China and East Asian World Order in Time

This study analyzes the effects of the rise of China on Asia and the world, and the emerging patterns of Chinese foreign policy in the newly forming world system, in light of the teachings of the historical Ming/Qing Tributary Trade System. It is argued that in Southeast Asia and Central Asia China is in the process of establishing a system that carries similarities with the historical system, and Japan will continue to have the special position similar to it had assumed during the heydays of the Ming/Qing Tributary Trade System. In the case of China’s attitude in the general world system and its foreign policy towards against USA, examples from European history are used and it is argued that China is following a foreign policy comparable to that of Bismarck’s Prussia, which is deemed “calculative”. This study argues that China will employ economic and “soft power” methods in increasing its influence in Asia rather than militarist methods.
