Türkiye'de Kamu Yönetimi Başarısızlığına Teorik Bir Yaklaşım

Kamu" yönetimi başarısızlığı son zamanlarda ele alınmaya başlanılan bir konudur. Bu alanla ilgili yazılmış yapıt veya yapılmış alan araştırma sayısı yok denecek kadar azdır. Sayısı az olan mevcut literatür ise daha çok gelişmiş ülkelerin kamu yönetimi başarısızlıklarını piyasa ekonomisi başarısızlığı paralelinde ekonomik bir bakış açısıyla tartışmaktadır. Bu yaklaşım istikrarlı ve düzenli siyasal, sosyal, ekonomik ve idari yapılara sahip gelişmiş ülkeler için geçerli olabilir. Ancak Türkiye gibi gelişmekte olan ülkelerde bu konuyla ilgili bakış açısının daha geniş tutulması gerekmektedir. Çünkü siyasal, sosyal, ekonomik ve idari yapılardaki sorunların kamu yönetiminin çalışmasında ve hizmet sunmasında başarısız olmasında önemli rol oynadığı düşünülmelidir. İşte bu çalışmada yapılan Türkiye'de niçin kamu kuruluşları ve kamu politikalarının genelde niçin başarısız olduklarını anlamak için bu geniş bakış açısıyla konunun tartışılması ve ele alınmasıdır.

A Theoretical Approach to Government Failure in Turkey

Government failure is a recent subject in public administration, being discussed by only a few writers for mostly developed countries. However, it is possible to say that there is no such literature for the case in Turkey. Even the present literature discussing government failure uses the notion of market failure to explain public sector failure. This may be probably accepted for the developed countries, which relatively, have stable political, social, economic and administrative managements. However, for developing countries like Turkey there is a need for a wider perspective, which takes into account political, social, economic and administrative systems to explore and explain government failure because in many developing countries the political systems are unstable, and there are severe economic problems. Thus, there seems to be a need for developing a wider approach to the issue. In this study, this is done to find out why the public administration usually (or always) fails to provide proper public policy implementation and public services.
