Sovyet dış politikası ve Gromıko

Sovyetler Birliği deneyimi 20. yüzyıla damgasını vurmuştur. Bu nedenle Sovyet dış politikası, bu politikanın belirlenme süreci ve uygulayıcıları ayrı ayrı incelenmeye değerdir. Andrey Andreyeviç Gromıko SSCB’nin 28 yıl kesintisiz dışişleri bakanlığını yapan meslekten diplomat biridir. Diplomatik kariyeri 1939’da başlayıp 1985’te sona ermiş, yarım yüzyıla yaklaşan bir sürece yayılmıştır. Bu çalışmanın temel sorunsalı Sovyet diplomasisine damgasını vurmuş bir diplomat olan Gromıko’dur. Gromıko’nun yaşam öyküsü birbirinden ilginç ve zengin deneyimlerle taçlanmışsa da kendi başına bir bilimsel çalışma konusu olamaz. Bu nedenle, çalışmada Sovyet dış politikası üç döneme ayrılmıştır. Her dönemde Sovyet dış politikasının temel eğilimleri saptanmış ve Gromıko’nun oynadığı rol sorgulanmıştır. Gromıko yalnızca Sovyet diplomasisine değil, uluslararası sisteme damgasını vurmuş yüzyılın en önemli diplomatlarından biridir.

Soviet foreign policy and Gromyko

The Soviet experience is of great importance in understanding the twentieth century world politics. Therefore, Soviet foreign policy, Soviet policy-making process and those that implemented this policy are all worth studying. Andrei Andreevich Gromyko, who had been the Foreign Minister of the USSR for 28 years, was a carrier diplomat. His carrier as a statesman, which had begun in 1939 and ended in 1985, lasted for a period of almost half a century. The main problematic of this study is Gromkyo, who has very interesting and colourful anecdotes, cannot be a topic of scientific study alone. Hence, Soviet foreign policy is divided in three periods in this study. The main trends of the Soviet foreign policy in each of these three periods are put forward first and then the role of Gromyko in these periods is scrutinised. Gromyko, who made his mark not only on the Soviet foreign policy but also on the international system in his era, was one of the most important diplomats of the century.
