Sosyal Politika: Sosyal Adalet Açısından Kuramsal Bir Değerlendirme

Bu çalışmada sosyal politika ve sosyal adalet arasındaki ilişki eşitlik ilkesi çerçevesinde değerlendirilmiş ve kuramsal yaklaşımlar ışığında sosyal politika aynı kavramsal bütünlük içerisinde tanımlanmıştır. Uygulama açısından daha çok değerlendirilen sosyal politikaların özünde, tarihsel bir süreç içerisinden süzülerek gelen eşitsizlikleri en aza indirmeye çalışma ve sosyal adaleti sağlama hedefi bulunmaktadır. Bu bakımdan sosyal politika kavramının kuramsal açıdan temelinde bulunulduğu düşünülen yaklaşımlar, sosyal adalet ve eşitlik ilkesi ilişkisi içerisinde incelenmiştir. Bu yaklaşımlar, sözleşmeci, faydacı, eşitlikçi ve özgürlükçü başlıkları altında toplanmıştır. Sonuç olarak, bu yaklaşımların hepsinin sosyal politika kavramının tanımsal açıdan merkezinde yer aldığı görüşünden yola çıkarak, özellikle eşitlikçi kuramların önemi üzerinde ayrntılı olarak durulmuştur. Sadece uygulamalardan oluşan dar bir kapsam yerine çalışmada sosyal politika, sosyal adalet ve eşitlik kuramları çerçevesinde irdelenmiştir.

Social Policy: A Theoretical Assessment from Social Justice Point of View

In this study, the relationship between social policy and social justice is evaluated from the equality point of view, and social policy is defined by using the same theoretical and conceptual framework. Social policy discussed more in terms of applications, has an aim of reducing social inequalities and sustaining social justice. Therefore, theories which are thought to be in the center of social policy are put forward. These theories are grouped as follows: Contractarian, utilitarian, egalitarian and libertarian. As a result, social policy is defined and discussed in depth by giving specific importance to the egalitarian approach.
