Birleşmiş Milletler BArış Operasyonlarının Yeniden Yapılandırılması Çerçevesinde Avrupa Birliği ve Türkiye'nin Sivil Katkıları

Birleşmiş Milletler'in (BM), geç kalınmış olmasına ragmen ciddi bir yapılanmaya ihtiyaç duydugu günümüzde hemen hemen tüm ilgili çevreler tarafından kabul edilmektedir. Geniş kapsamlı yapısal reformları daha 2000 yılında ortaya çıkan Birleşmiş Milletler Barış Operasyonları Panel Raporu ("Brahimi Raporu") kapsamında örgütün kurumsal yapısı ve operasyonları alanlarında gerçekleştirme çabası içerisinde olunmakla birlikte, bu reformların şimdiden örgütün faaliyetlerine hissedilir bir şekilde yansımaya başladığı gözlenmektedir. Bu makalenin amacı, örgütün genel bir kurumsal yapılanması üzerinde durmaktan ziyade barış operasyonlarının yeniden nasıl yapılandırılmaya çalışıldığının analizini yapmak olacaktır. Ayrıca, Avrupa Birligi (AB) ve Türkiye'nin barış operasyonlarına yaptıkları kayda değer sivil personel katkıları ve sivil kriz yönetimi kapasiteleri ortaya konarak, BM kapasite ve etkinliğini artırabilmek için Brahimi Raporu tavsiyeleriyle birlikte paralel gelişmekte olan AB ve Türkiye içerisindeki oluşumlar degerlendirilecektir.

Civilian Contributions of the European Union and Turkey within the Framework of Restructuring the United Nations Peace Operations

At the present time, almost all relevant circles recognise that the United Nations (UN) - though it has been Iate - needs serious restructuring. Albeit it has yet been in the effort of struggling to realise a wide-range of structural reforms that have appeared in the year 2000 in the sphere of organisation's institutional structure and operations within the perspective of Report of the Panel on United Nations Peace Operations (the "Bmhimi Report"), these reforms have aıready began to observably be reflected on the activities of the organisation. The aim of this article is to analyse how peace operations are tried' to be restructured, rather than focusing on the institutional structuring of the organisation in general. Also, whilst the European Union (EV) and Turkey's promising civilian personnel contributions and civilian crisis management capacities to peace operations will be set forıh, the formations in the EV and Turkey that are developing in parallel with Brahimi recommendations to increase the capacity and effectiveness of the UN will be assessed.
