Karşılanabilir Konut sunumu: TOKİ Ankara Kusunlar yoksul grubu konutları örneği
Yoksul grupların konuta erişiminin sağlanamaması, toplumdaki en önemli sorunlardan biridir. Bu sorunun nedenlerinin başında,yoksul kesimin gelirlerinin, ülkenin mevcut konut piyasasından konut sahibi olmada yetersiz kalıyor oluşudur. Mevcut konut piyasasıdışında, hane halkı gelirleri ile konut maliyetleri arasındaki ilişkiye göre, alt gelir gruplarına yönelik konut sunumunu öngören birkavram olan Karşılanabilir Konut ; önemli bir konut politikası olarak ortaya çıkmış ve birçok ülke tarafından benimsenmiştir. Bukapsamda Türkiyede devlet bünyesinde kurulan Toplu Konut İdaresinin (TOKİ), alt gelir gruplarına yönelik konut sunumu göreviniüstlendiği ifade edilmektedir. Bu çalışmada TOKİ tarafından üretilen ve doğrudan düşük gelirli hane halklarına sunulan konutlar Karşılanabilir Konut kavramı ışığında ve örnek alan çalışması üzerinden değerlendirilmiştir. Örnek alan olan Ankara Kusunlar YoksulGelir Grubu Konutlarında, 1-10 Mart 2014 tarihleri arasında 100 hane halkına anket uygulanmıştır. Gerçekleştirilen anket çalışmasısonuçlarından elde edilen konutların yeterlilik düzeyi üzerinden, uygulamada ortaya çıkan sorunların temel nedenleri tartışılmıştır.
Afordable Housing provision: A case study of TOKI Ankara Kusunlar low-income housing
The failure to provide housing suitable for low-income households is one of the most important problems worldwide. Te most importantcause of this problem is the inability of low-income households to aford market prices for housing. Te concept of Afordable Housinghas emerged at this point as an important housing policy and focuses on the ratio between the household incomes and housing costs. Tisconcept has been adopted by many countries to provide housing for lower income households. In this context, the Housing DevelopmentAdministration of Turkey (TOKI) states that the institution provides housing for low-income households. Tis paper evaluates low-incomehousing produced by TOKI within the concept of Afordable Housing through the results of a survey realized in the TOKI Ankara KusunlarLow-Income Housing Project. Te survey was administered to 100 households during 1-10 March 2014. Te preliminary causes of theproblems encountered during implementation in the case study area originating from the concept of afordability are discussed accordingto the survey results.
