KAMU HİZMETLERİNDE DİJİTAL DÖNÜŞÜMÜN ÖRGÜT KÜLTÜRÜNÜN SOYUT VE SOMUT ÖĞELERİ ÜZERİNDEKİ ÇALIŞAN ALGISINA ETKİSİ

Kamu hizmetlerinin dijital ortamda gerçekleştirilmesi konusundaki ilerlemeler geleneksel örgüt kültürlerine sahip kamu idarelerinde dijital çağa uyum sağlayan bir çalışma ortamı tasarlama ihtiyacını ortaya çıkarmaktadır. Bu çalışmada, dijital dönüşümün örgüt kültürünü oluşturan soyut ve somut temel öğeler üzerindeki çalışan algısına etkileri araştırılmıştır. Bu kapsamda araştırma örnekleminin seçildiği Bakanlık düzeyindeki kamu kurumunun toplam 1.090 çalışanından anket yöntemiyle veri elde edilmiştir. Verilerin analizinde SPSS 21.0 ve AMOS 21.0 istatistiksel paket programı kullanılmıştır. Analizler sonucunda, kamu çalışanlarının kurumsal faaliyetlerinde dijital ortamda fiilen geçirdiği sürelerin kurum kültürünü oluşturan soyut ve somut kültür öğelerine yönelik algılarını pozitif yönde etkilediği, teknolojik dönüşümü benimseme düzeyi ve görevin teknolojiye bağımlılığının ise anlamlı bir etkisinin bulunmadığı, ayrıca kamu örgütlerindeki iletişim formunda bir değişim yaşandığı görülmüştür. Araştırmadan elde edilen bulgular, dijital çalışma alanlarına yönelik normların ve sembolik dijital materyallerin geliştirilmesinin, örgütsel iletişimde dijital iletişim ve yüz yüze iletişimden oluşan hibrit bir iletişim modelinin tercih edilmesinin gerekliliğini ortaya koymaktadır.

THE EFFECT OF DIGITAL TRANSFORMATION IN PUBLIC SERVICES ON EMPLOYEE PERCEPTION ON THE INTANGIBLE AND TANGIBLE ELEMENTS OF ORGANIZATIONAL CULTURE

Advances in the realization of public services in the digital environment reveal the need to design a working environment that adapts to the digital age in public administrations with traditional organizational cultures. In this study, the effects of digital transformation on employee perception on the intangible and tangible basic elements that make up the organizational culture were investigated.In this context, data were obtained from a total of 1,090 employees of the public institution at the Ministry level, from which the research sample was selected, by survey method. The analysis of the collected data was made with SPSS 21.0 and AMOS 21.0 statistical package program. As a result of the analyzes, the time spent by public employees in the digital environment in their corporate activities positively affects their perceptions of the intangible and tangible cultural elements that make up the corporate culture, the level of adoption of technological change and the dependence of the task on technology has found to have no significant effect, and there was a changing in the form of communication in public organizations. The findings obtained from the research reveal the necessity of developing norms and symbolic digital materials for digital workspaces and preferring a hybrid communication model consisting of digital communication and face-to-face communication in organizational communication.
