Sosyal Devletten Çalışma Refahına Geçişte Sosyal Haklar ve Yoksullar

Yirminci Yüzyılda bir yandan klasik insan hakları gelişirken ve yaygınlaşırken, özellikle İkinci Dünya Savaşı sonrasında da sosyal adalet ve eşitlik temelinde sosyal ve ekonomik haklar alanlarında önemli kazanımlar elde edilmiştir. Ancak, kapitalizmin gelişim dinamikleri ve krizleri, son dönemdeki küreselleşmeci yönelimler ve yeni liberal siyasalar sonucu, 1970’lerden itibaren sosyal ve ekonomik haklar ile sosyal devlet artarak sorgulanmıştır. Günümüzde, piyasa ve çalışma merkezli bir yaklaşım kişisel ve sosyal refahın sağlanmasında egemen bir biçim almıştır. Bunun sonucu pozitiften negatif özgürlüklere; sosyal haklar temelli kolektif dayanışma anlayışından, bireysel sorumluluk ve gönüllülük temelli hayırseverlik anlayışına ve sosyal hakları olan vatandaşlık yaklaşımından kişilerin piyasanın pasif tüketicisi görüldüğü yaklaşıma doğru bir dönüşüm gerçekleşmiştir. Bu süreçte sosyal ve ekonomik hakların kullanıcısı temel toplumsal gruplardan olan yoksullar ile yoksulluk sorununun algısı da refah rejimlerinde yaşanan dönüşümle birlikte değişmiştir. Çalışma refahı anlayışı daha yaygın kabul göremeye başlamış ve buna paralel olarak yoksullukla mücadele siyasaları ve sosyal yardım programları da değişmiştir. Çalışmada bu değişim kuramsal yaklaşımlar çerçevesinde sunulmaktadır. Ayrıca, 2001 ekonomik krizi sonrasında Türkiye’de sosyal devlet ve sosyal haklar alanında yaşanan dönüşüm de çözümlenmektedir. Bu çözümleme, Türkiye’de de sosyal haklar temelli yoksullukla mücadele ve sosyal yardım sisteminden, piyasa temelli çalışma refahı rejimine yönelimin belirginleştiğine işaret etmektedir. .

Social Rights and the Poors in Transition from Social State to the Workfare Regime

The article has discussed the deprivation of social rights in favor of market mechanisms hand in hand with a shift from positive to a negative understanding of freedoms for. The authors have examined the issue. As the classical human rights were developed and proliferated in the Twentieth Century, important gains were also realized in the realm of social and economic rights based on social justice and equality especially after the Second World War. However, as a result of the developmental dynamics and crises of capitalism, globalization and new liberal policies, social and economic rights have been increasingly questioned since the 1970s. In today’s world, a market based approach and workfare have become dominant in achieving individual and social welfare. Consequently, a transformation has taken place from a positive to a negative understanding of freedoms; from a view of collective solidarity based on social rights to philanthropic approach based on individual responsibility and voluntarism; and from a view of citizens entitled to the social rights to a view of individuals as the passive consumers of the market. In this process, the perception of the problem of poverty as well as the poor, who has been one of the main beneficiary groups of the social and economic rights, has changed along with the transformation in the welfare regime. Workfare regime has become more and more widely accepted, and accordingly policies to fight poverty and social programs to assist the poor have also changed. In this study, this change is presented within the framework of theoretical approaches. Besides, the transformation in social state and social rights in Turkey after 2001 economic crises has been analyzed. This analysis reveals that there has been an apparent shift to market based workfare regime from a system of poverty struggle and social assistance based on a social rights approach.
