Politika transferi ve Türk kamu yönetiminde etik

Bu çalışmada, Türk kamu yönetiminde etik ve yolsuzlukla mücadele konusunun, politika transferi zemininde incelenmesi hedeflenmiştir. Çalışmanın ana amacı, özellikle Avrupa Birliği (AB) üyelik müzakereleri sürecinde yayımlanan ilerleme raporları ve OECD tavsiye raporları bağlamında, kamu yönetiminde etik ve yolsuzlukla mücadele konularına ilişkin olarak Türkiye 'de yapılan yasal düzenlemelerin politika transferi dereceleri ve yakınsama tipolojileri açısından bir incelemesini yapmaktır. Çalışmanın, Türkiye 'de etik kamu yönetimi konusunda yapılan yasal ve kurumsal düzenlemeleri, politika transferi kuramı çerçevesinde inceleyen ilk çalışmalardan birisi olarak literatüre katkı sağlayacağı değerlendirilmektedir.

Policy transfer and ethics in Turkish public administration

This article attempts to investigate the topics of ethics, and fight against corruption in Turkish Public Administration on the basis of the concept of policy transfer. The primary objective of the research is to analyze the legal arrangements on ethics and fight against con-up t ion in Turkish public administration in terms of their degrees of policy transfer and convergence typologies particularly in the context of the European Union (EU) reports and the OECD recommendations issued during the process of Turkey's accession negotiations with the EU. It is believed that the study, being one of the first examining legal and institutional regulations on ethical public administration in Turkey in the context of the concept of policy transfer, will contribute to the relevant literature.
