Aydınlanmadan neoliberalizme kamu politikasının sarsıl(a)mayan egemenliği

Özlikle gelişmiş olan ülkelerde ortaya çıkan toplumsal sorunları bilimsel yöntemlerle çözme amacını güden kamu politikası analizi, 1950 'li yıllarda uygulamalı bir sosyal bilim disiplini olarak gelişti. Bu makalede kamu politikası çalışmalarının kuramsal ve ideolojik temelleri incelenerek, Batılı ülkelerde kamu politikası analizinin iktidar tarafından nasıl ve hangi amaçlarla kullanıldığını sorgulamaktadır. Bu çalışmanın temel amacı, yeni sağ düşünürler ve siyasetçilerin I980 öncesinde bu disipline yönelttikleri ciddi eleştirilere rağmen, kamu politikası analizinin günümüzde Batılı ülkelerde geçerliliğini ve meşruluğunu yitirmeden neden sıklıkla kullanıldığının araştırılmasıdır. Kamu politikasının tüm devlet sistemlerindeki tarihsel sürekliliğini gösterebilmek amacıyla kamu politikasının tarih içerisinde gelişimi ve yirminci yüzyıl başlarında bilimsel bir disiplin haline dönüşmesi incelenmekte, kamu politikalarının toplumsal bir düzenin sağlanması için kaçınılmazlığına vurgu yapılmaktadır.

Undestroyable dominance of public analysis from enlightenment to neoliberalism

Public policy analysis, which seeks to solve social problems that emerge in the first world countries through scientific methods, has been developed as an applied social science discipline in 1950s. In this article, through the study of the theoretical and ideological roots of the public policy studies, how and for which goats the political powers of the Western countries have used public policy analysis are investigated. One of the main goals of this study is why public policy analysis are frequently used without loosing its validity and legitimacy despite the criticisms that New Right politicians and scholars have directed to the discipline before 1980s. In order to demonstrate the historical continuity of public policies in all state systems, the evolution of public policies throughout history and its transformation to a scientific discipline in the beginning of the twentieth century are examined. The study underlines the need for public policies in order to sustain a social order.
