Kamu Politikası Analizinde Görünmez Üniversite: Altı Bilim Adamı Arasındaki Bilişsel ve Sosyal Ağbağ

Bu araştırma, kamu politikası analizi alanına katkı yapmış Chester I. Barnard, Harold D. Lasswell, Herbert A. Simon, Charles E. Lindblom, Robert A. Dahl ve Aaron Wildavsky arasındaki bilişsel ve sosyal ilişkileri inceleyen bir örnek olay çalışmasıdır. Altı bilim adamının eserlerini karşılaştırarak inceleyen araştırma, hayatta kalan iki bilim adamıyla mülakat, bibliyografya analizi ve bu analizin sonuçlarının değerlendirildiği UCINET 6.0 Sosyal Ağbağ Programından faydalanılarak gerçekleştirilmiştir. Araştırma sonuçları, bilginin gelişiminde bilişsel ilişkilere ek olarak sosyal ilişkilerin de katkı sağlayabildiğini belirtirken, bilişsel ve sosyal faktörlerden hareketle altı bilim adamı arasındaki enformel ağbağı açığa çıkarmaktadır.

Invisible University in Public Policy Analysis: Cognitive and Social Network Among Six Social Scientists

This study is an exploratory case study examining cognitive and social relations among Chester I. Barnard, Harold D. Lasswell, Herbert A. Simon, Charles E. Lindblom, Robert A. Dahl, and Aaron Wildavsky, who contributed to the field of public policy analysis. While comparing, contrasting, and evaluating their works, the research makes use of various interviews conducted with two of six scientists, who are still alive, as well as bibliographic analyses and UCINET 6.0 Social Network Analysis Software, via which the findings of the bibliographic analyses were evaluated. The findings indicate that along with cognitive factors, social relations such as co-authorship, studentship, colleagueship may also play an important role in the growth of knowledge. The study concludes that an informal network exists among six social scientists.
