Düşünce Kuruluşları ve Politika Sürecindeki Rolleri

Kamu politikasına 1970 sonrasında konu olan alanlarda ihtiyaç duyulan teknik bilgi, bu bilgileri üreten ağları ya da organizasyonları ön plana çıkartmıştır. Düşünce kuruluşu olarak nitelendirilen ve politika analizi yapan, politika belirleyicisi kamu erki­nin kendi içinde ya da dışsal olarak herhangi bir kuruma bağlı olmaksızın bağımsız şe­kilde faaliyet gösterebilen örgütler de, bilgi üreten yapılar arasında önemli bir yer tut­maktadırlar. Makalenin inceleme nesnesini oluşturan bağımsız/dışsal düşünce kuruluş­ları 1970 sonrası dönemde, bilgi piyasasında farklı bilgiler talep eden aktörlere bağlı olarak sayısal olarak hızla artmıştır. Makalede, bilgi üreten özel piyasa aktörleri olarak değerlendirilen söz konusu bağımsız düşünce kuruluşlarının, kendi menfaatleri ya da inançları doğrultusunda gerçekleştirdikleri politika analizleri ile politikanın şekillenme­sinde güçlü bir yapı teşkil ettikleri ortaya konulmaya çalışılacaktır. Mevcut aşamada savunuculuk, güç, kurum ve ağ teorileri kullanılan temel enstrümanları teşkil etmekte­dir. Bu perspektiflerden yapılan değerlendirmeler, düşünce kuruluşlarını analitik bir çerçevede irdeleme olanağı tanıyacağı gibi, aynı zamanda bir sonraki bölümde tartışı­lan politika transferi noktasında söz konusu örgütlerin rollerinin belirlenmesinde de yardımcı olacaktır.

Think-Tanks and Their Roles on Policy Formation Process.

This article has focused especially on what theory says about the bodies/organizations/agencies namely think-thanks as of their roles and functions in public policies' analysis. After pointing out the relation between policy analyzing process and the information sources as official-unofficial-internal-external agents, how did the network approach, institutional approach, power struggle approach and advocacy-based approach explain the think-tanks has been summarized. Then, in social participation to the policy-formation processes and policy transference issues what can be their roles has been discussed. So, the author says that, after 1970 the need for technical information on public policy areas has brought networks and organizations producing this information to foreground. Think-tanks which make policy analysis and can be organized either in the any part of the government which is making policy or in an external way without dependence to any public organization are constituting a big part of among these organizations. The number of external think-tanks constituting the object of this study has increased after 1970 as a result of actors which demand different information. In this article it is tried to be introduced that external think-tanks which perform policy analysis in the direction of their beliefs and benefits are the powerful actors in shaping public policy process. Advocacy^ power, institution and network theories are the essential tools for this analyze. Examining this organization from all of these perspectives on the one hand enables us to understand these institutions in an analytic form, on the other hand facilitates the determination of the roles which these institutions perform in policy transfer process.
