Avrupa Komisyonu'nca Belirlenen İyi Yönetişimin İlkeleri Çerçevesinde Türk Kamu Yönetimi Reformunun Bir Eleştirisi

Bu çalışmada, öncelikle Avrupa Komisyonu'nca hazırlanan 'Avrupa Yönetişimi Hakkında Beyaz Kitap' isimli belgede; açıklık, katılımcılık, hesap verebilirlik, etkinlik ve tutarlılık olarak sıralanan iyi yönetişimin ilkeleri analiz edilecektir. Sonrasında ise bu ilkeler, Kamu Yönetiminin Temel İlkeleri ve Yeniden Yapılandırılması Hakkında Kanun Tasarısı'nda ortaya konulan kamu yönetiminin kuruluş ve işleyişinin temel ilkeleri ile karşılaştırılacaktır. Çalışmada varılan temel sonuç, ilgili kanun tasarısının Türk kamu yönetiminin sorunlarını teşhis etmekte hayli başarılı olduğu, ancak bu sorunları ortadan kaldırmaya yönelik gerekli mekanizmaları ortaya koymakta yetersiz olduğu şeklindedir.

A Critique of the Reform of Turkish Public Administration within the Framework of the Principles of Good Governance Set by the European Comission

In this article, the principles of good governance, which are openness, participation, accountability, effectiveness and coherence, and listed in The White Paper of European Governance prepared by the European Commission, will be first analysed. The principles of establishment and operation of public administration set by the Draft Statue Relating to the Principles and Restructuring of Public Administration will be then compared the aforementioned principles of good governance. The main result of this study is the fact that, the related draft statue is very successful in diagnosing the problems of Turkish public administration, but it does not adequately address the required mechanisms for resolving those problems.
