Avrupa uyum politikasında uygulanan ortaklık ilkesinin bölgesel ve yerel yönetimler paydaşlığından incelenmesi

Öz Avrupa ekonomik, sosyal ve bölgesel uyum politikası ya da Avrupa Birliği bölgesel politikası olarak bilinen Avrupa uyum politikası; Avrupa Birliği’nde ekonomik, siyasi ve sosyal birlik kurma düşüncesinin en temel araçlarından biridir. Bu politika, Avrupa Birliği’nin İşleyişi Hakkında Antlaşma’nın Ekonomik, Sosyal ve Yersel Uyum başlığında düzenlenmektedir. Bu düzenlemeye göre Birlik, çeşitli bölgelerin kalkınma düzeyleri arasındaki farkı ve bölgelerin geri kalmışlığını azaltmayı hedeflemektedir. Çalışmada; Avrupa uyum politikasında uygulanan ortaklık ilkesi, bölgesel ve yerel yönetimlerin paydaşlığı bağlamında incelenmiştir. Bölgesel ve yerel yönetimlerin Avrupa uyum politikasının uygulanmasında üstlendiği rolün izah edilmesi çalışmanın amacını oluşturmuştur. Bu bağlamda çalışmada, birincil hukuki kaynaklar ile Avrupa Birliği kurum ve organları tarafından son dönemde hazırlanan rapor ve çalışmaların bir sentezi yapılmıştır. Çalışmada; öncelikli olarak uyum politikasının tarihi gelişimi, ortaklık ilkesi özelinde kısaca incelendikten sonra Avrupa Birliği hukukunda ortaklık ilkesi düzenlemeleri değerlendirilmiştir. Ardından Avrupa uyum politikası yönetim aşamalarında bölgesel ve yerel yönetimlerin üstlendiği görev ve sorumluluk izah edilmiştir.

An analysis of the partnership principle in European cohesion policy within partnership of the regional and local governments

European cohesion policy, also known as European economic, social, and regional cohesion policy, European regional policy, or European Union regional policy, is one of the most fundamental strategies for achieving economic, political, and social unification in Europe. The Treaty on the Functioning of the European Union contains rules governing this policy under the title of Economic, Social, and Territorial Cohesion. In accordance with this regulation, the Union seeks to decrease regional backwardness and the disparity between their degrees of development. In this study, the role of regional and local governments as stakeholders in the partnership principle applied in the European Cohesion Policy is examined. The purpose of this study is to clarify how local and regional governments contribute to the execution of European cohesion policy. In this regard, the study attempts to synthesize current reports and studies produced by EU institutions and bodies as well as primary legal sources relevant to this situation. The legislation based on the partnership principle under EU law is evaluated after an analysis of the historical evolution of cohesion policy in terms of the partnership concept. The role of regional and local governments, as well as their responsibilities during the cohesion policy management stages, are then explained.
