Bologna Süreci Kapsamında Dokuz Eylül Üniversitesi Bilgi Paketi Tasarım Sürecine Makro Bakış

Bilgi paketleri, yüksekö¤retim kurumlar› için kurumu ve programlar› ta- n›tan, sistematik bir dokümantasyon sa¤layan, yaz›l›m alt yap›s›yla destek- lenmifl, sürdürülebilir bir sistemi ifade eden rehber niteli¤inde yap›lard›r. Bu çal›flma, böylesi bir yap›n›n Dokuz Eylül Üniversitesi (DEÜ) bünye- sinde nas›l tasarland›¤›n› ve hayata geçirildi¤ini anlatmaktad›r. ‹lk aflama- da bu ürünün paydafllar›, paydafllar›n kullanaca¤› sistem varl›klar›, tekno- lojik alt yap› ve yaz›l›mlar tan›mlanm›flt›r. Paydafllar aras›ndaki iliflkiler, görev da¤›l›mlar›, gerçeklefltirilen aflamalar, zaman içindeki ilerleyifller gözlemlenerek, standart belgeler oluflturulmufltur. Sistematik bir altyap›- n›n kurulmas›ndan sonra, üniversite genelinde kat›l›m›n sa¤lanmas› ve problemlerin giderilmesinde “kar y›¤›n› modeli” kullan›lm›flt›r. Bilgi pa- keti bileflenleri, Bologna Süreci gerekliliklerinde tan›mlanm›fl kurallara göre düzenlenmektedir. Bu bileflenler düzenlenirken, baz› k›s›mlar yeni- den tan›mlanm›fl, baz› k›s›mlar ise DEÜ otomasyon sisteminin di¤er bi- leflenlerinden aktar›lm›flt›r. Bu flekilde bütünleflerek tek bir ürün haline gelen bilgi paketi, sistemin bütünü içerisindeki hatalar›n, eksikliklerin ve iyilefltirilmesi gereken süreçlerin keflfedilmesine olanak sa¤lam›flt›r. Ger- çeklefltirilen örnek olay çal›flmas›yla, bilgi paketi ve iliflkili oldu¤u tüm sü- reçler sistematik bir flekilde ele al›narak aralar›ndaki etkileflimler grafik çi- zimlerle sunulmufltur. Bu çal›flma, zorunlu ya da gönüllü olarak benimse- nen önemli bir sürecin nas›l kurgulanabilece¤ini sistematik bir flekilde or- taya koymas› ad›na örnek olay niteli¤i tafl›maktad›r.

Macro view to the design process of Dokuz Eylül University information package within the scope of Bologna Process

Information packages are special frames that are supported by a particular software infrastructure, and characterized as guides which provide system- atical and sustainable documentation promoting institutions. This case study presents how such a frame or product is designed and implemented within Dokuz Eylül University (DEU). The design process is managed through multiple phases. In the first phase, stakeholders of the product, system entities used by the stakeholders, technological infrastructure and software are defined; and standard documentation are created by observing relationships among the stakeholders, task distributions, follow up reports. After building a systematical infrastructure for the information package, “snow pile” model is adopted for university-wide involvement and problem- solving processes. The components of the information package are arranged considering a particular set of rules defined with respect to the requirements of Bologna Process. Some of the components are designed from scratch whereas the others are transferred from the existing informa- tion system of DEU. Thus, all of the components are integrated as a single product enabling to discover errors, deficiencies, and improvement points in the system. Via this case study, the information package and related processes are represented on a graph that shows all possible interactions among them. This study can be considered as a qualified case for imple- menting the requirements of the Bologna Process since it exhibits how to configure and manage such a process systematically.
